Ms. Walsh is a behavioral health expert with more than 31 years of experience in prevention and treatment of substance use, mental health and co-occurring disorders and is the current JBS technical expert lead on the Medication-Assisted Treatment Prescription Drug and Opioid Addiction (MAT-PDOA) program. As a specialist in substance use disorder (SUD), specifically related to opioid use, she has developed and implemented models of care for opioid use disorder including treatment, post-treatment, and recovery supports. Ms. Walsh is the former deputy commissioner for the Single State Authority (SSA) and oversaw West Virginia’s State Opioid Treatment Authority (SOTA), Women’s Coordinator, and the state’s prevention and treatment system. During her time there, she was responsible for statewide coordination of the Governor’s Advisory Council on Substance Abuse and six affiliate Regional Substance Abuse Task Forces on behalf of the governor’s office, cabinet secretary for the West Virginia’s Department of Health and Human Resources and the bureau commissioner coordinating quarterly meetings over a five-year period. This effort leveraged community capacity and engagement of key public and private sector stakeholders statewide and was instrumental in both identifying and promoting key substance abuse legislation and related policy action.
