Thriving Families Center Lead/Project Director

The Thriving Families Center Lead/Project Director provides the vision and leadership for the Impact Center and oversees all Center projects. The Thriving Families Center Lead/Project Director manages overall Center revenue projects and indirect costs working closely with the Vice President of Operations and the Director of the Project Management Office.  The Thriving Families Centre Lead/Project Director develops clear expectations and measurable outcomes for Center performance and works with Center senior staff and supervisors to effectively onboard new staff and mentor current staff.  Thriving Families Center Lead/Project Director oversees development and management of an annual Center Growth Strategy including identifying new business opportunities related to child welfare and similar fields and contributing to JBS business development activities. The Thriving Families Center Lead/Project Director effectively oversees 50 – 60 professional staff and directly supervises 5 – 10 senior staff. Thriving Families Center Lead/Project Director also serves as the Project Director for large child welfare project(s) which provides analytic, training, and logistics support to the Administration of Children and Families (ACF) Children’s Bureau (CB) in administering Federal child welfare reviews. The Project Director is responsible for ensuring that all items specified in the Contract SOW are completed professionally, on time and within budget. The Project Director is key personnel and serves as the main point of contact with the client ensuring that client expectations are met. The right person in this role will share a deep and personal affinity to JBS’s Mission, “making real progress to improve the lives of real people, every day.”


Lead Center Expectations and Performance and Project Delivery:

  • Provide leadership for the Thriving Families Center client development and account management
  • Provide input to and manage Center revenue recognition and indirect spending collaborating with the Function Center Leads
  • Collaborate with Human Resources for talent development including recruiting, hiring, retention, and performance management
  • Identify gaps in customer experience and design actionable solutions to enhance deliverables
  • Manages performance to achieve expected results
  • Ensure use of best practices
  • Understand customer needs and proactively responds to anticipated client needs, including actively looking for ways to help clients by identifying and proposing appropriate solutions and services
  • Seek opportunities to collaborate within and across Impact Centers
  • Diffuse emerging knowledge and best practices to all JBS staff through online and in-person training and education opportunities
  • Supervise senior staff and oversee professional development of all Thriving Families Center staff
  • Participate in and contribute to regularly scheduled Center Lead meetings
  • Lead communication with Center staff via email and regularly scheduled Center staff meetings
  • Oversee the creation and management of all Center project work plans to meet government performance requirements and target outcomes
  • Build cooperative teams
  • Direct all activities of the project
  • Develop and oversee project work plans to ensure that contract requirements are met
  • Manage the project budget
  • Work under tight timelines and consistently meets all project deadlines
  • Work with clients, contractors, co-workers and project staff in a courteous and professional manner 

Lead Efficiency and Innovation and Provide Content Expertise:

  • Search for new ways of improving existing processes and efficiencies
  • Balance controls and risk-taking to ensure effective and efficient operation within budget
  • Provide personalized client service
  • Use information, knowledge and experience to generate original, innovative solutions
  • Function as a thought leader in the field of children and families through presentations and publications

Lead Center Growth and Business Development Planning and Implementation:

  • Provide vision for the development and growth of the Thriving Families Center including the development and management of an annual growth strategy and marketing strategies
  • Promote JBS brand and expertise with networks and through presentations and publications
  • Seek ways of increasing business opportunities within existing work and through new business 
  • Coordinate proposal development with JBS Business Development Team and Thriving Families Center staff


  • Oversee professional development and performance management of 50 – 60 professional staff
  • Supervise directly 5 – 10 senior staff


Education:   Master’s degree in relevant field

Language: English Fluency (Written and Oral)


  • Minimum 15 years’ related experience 
  • Minimum 7 years of experience applying the above disciplines within a Federal Contracting environment 
  • Minimum of 7 years directing state/federal projects 
  • Experience managing team of senior staff 


  • In-depth knowledge of children and family services and child welfare. 
  • Knowledge of Government contracting and related performance expectations.
  • Understanding of best practices and interventions for improving the lives of children and families. 
  • A solid grasp of data analysis and performance metrics.

  • Team player with a track record of building, motivating, facilitating, and engaging teams; establishing accountability; and developing leadership.
  • Excellent written and oral communications skills. 
  • Be able to diagnose problems quickly and have foresight into potential issues. Excellent Leadership skills, with steadfast resolve and personal integrity. 
  • Outstanding organizational and time management skills. 
  • Problem-solving mindset.
