JBS International is seeking a Technical Expert Lead for our Rural Communities Opioid Response Program – Technical Assistance (RCORP-TA) initiative. WHO IS JBS INTERNATIONAL? WHAT IS A TECHNICAL EXPERT LEAD (TEL) AND RCORP-TA? The Health Resources & Services Administration (HRSA) RCORP-TA initiative at JBS delivers innovative and creative technical assistance (TA) to improve the prevention, treatment, and recovery services and systems for persons with opioid use and substance use disorders in rural communities. The RCORP-TA team consists of subject matter experts (including TELs), managerial, administrative, and operations staff to achieve this goal. The TEL is a subject matter expert who will use innovative and creative TA, knowledge dissemination, capacity building, and policy and planning strategies to support planning and implementation grant recipients who are multi-sector consortiums in rural communities combatting the opioid epidemic. Additionally, the TEL is responsible for developing tools and resources for grantees, authoring technical reports, and cultivating key themes and potential TA needs across grantee cohorts.
 
CORE COMPETENCIES
1. Passionate commitment to consumer-centric design and delivery of TA; understanding and commitment to the project’s model of TA as a strengths-based, continuous process that supports each grantee throughout their journey
2. Content knowledge of current and emerging issues regarding: (1) substance abuse prevention, and treatment and/or recovery services for opioid use and substance use disorders, and (2) rural communities.
3. Strengths-based approach to working with stakeholders in the substance use disorder field.
4. Strong management, interpersonal, team building, and stress management skills.
5. Effective, clear, and professional writing and oral communication skills.
6. Willingness to travel extensively.
 
QUALIFICATIONS
1. Doctorate degree with a minimum of 8 years’ relevant work experience OR a master’s degree and a minimum of 10 years’ relevant experience.
2. Federal consulting experience preferred.
