Technical Expert Lead I (Tribal)

JBS International anticipates several Technical Expert Lead (TELI) openings in the next few months. TELIs are in-house senior content experts who will, while honoring Tribal cultural values, traditions, and experience, work in partnership with American Indian and Alaska Native (AI/AN) communities to:
- Assess community needs and readiness for change
- Create customized training and technical assistance (TTA) plans
- Provide TTA to communities using both remote and in-person methods
- Identify the need for and develop culturally relevant training, tools, templates, and resources to assist grantees
- Develop and implement process evaluation methods and data collection
- Develop valid and viable sustainability plans
- Use data for management, Indigenous evaluation, and community reporting
- Document policies and procedures within and across programs
TELIs will work directly with Tribes receiving grants from various federal agencies such as the Office of Victims of Crime, the Childrenâ€™s Bureau, the Bureau of Indian Affairs, and the Office of Juvenile Justice and Delinquency Prevention. Training and Technical Assistance (TTA) may focus on specific issues such as young children/youth and families affected by opioid and other addiction crises, young children affected by violence, youth at risk, child welfare, suicide prevention, and juvenile justice and delinquency prevention.
All TTA must be provided in collaboration with Tribes, JBS, and federal authorities, and must reflect best practices in learning preferences and styles for an AI/AN audience. All TTA will be providing with cultural humility, based on Indigenous Ways of Knowing, which encompasses cultural engagement of communities, strong relationships, and represents community wellness and empowers Tribal communities. TTA may be brief, universal, or intensive and comprehensive.
TELIs may also serve as subject matter experts on related JBS projects working with indigenous populations. Â TELIs must have a passionate commitment to consumer-centric design and delivery of TTA and an understanding of and commitment to the project's model of TTA as a strengths-based, continuous process that supports each grantee throughout its journey.
ESSENTIAL JOB FUNCTIONS:
- Maintain communication with assigned client contacts, responding to requests; participating in meetings; providing up-to-date information about trends, issues, policies, and EBPs; offering recommendations regarding effective TTA approaches for grantees, topics for grantee meetings and workshops, and skilled consultants and presenters.
- Ensure TTA activities carried out by TEL meet all contractual obligations and requirements of the client/contract.
- Manage, guide, and monitor the design and delivery of all TTA; ensure all TTAÂ related activities are documented (whether in the designated TTA tracking system or other method) in a timely fashion.
- Monitor expenditures to ensure all allocated funds are spent and no overages are incurred.
- Lead and/or contribute to preparation and finalization of written deliverables, including site visit reports, meeting reports, literature reviews, technical documents, and other products (e.g., PowerPoint presentations) as requested by client.
- Guide and manage assigned TTA staff in carrying out the support and logistical activities required for delivering all types of TTA.
- Work with other TELs, the project's senior management team, and JBS client to identify trends in TTA needs, analyze which types of TTA work and why, identify emerging issues, and design long-term strategies for taking grantees to higher levels of performance/outcomes.
- Identify issues and successes to ensure transfer of lessons learned and increased efficiency in the delivery of TTA.Â
- Collaborate with other TELs to support the exchange of information across all grantees served by the various projects.
- Contribute to proposal preparation.
MINIMUM JOB QUALIFICATIONS:
Education:Â Bachelorâ€™s degree in relevant fieldÂ Â
Language:Â English Fluency (oral and written)
Experience:Â At least 10 years of recent, relevant work experience in at least one of the following areas:
- Tribal child welfare, including best practices based on Indigenous Ways of Knowing, traditional parenting methods, and customary adoption
- Tribal courts and systems
- Tribal Healing to Wellness Courts
- Community advocacy and support from Tribal leadership
- Grant implementation, database training, management, and evaluation
- Tribal Title IV-E development and management
- Elder, adult, and childrenâ€™s victim services
- Peer-to-peer learning exchanges between various professions including health, mental health, addiction, education, Head Start, early childhood, law enforcement, courts, legal, corrections, etc.
- Communities of practice
- Domestic violence, including in-service trainings for departments on recognizing victim signs and symptoms
- Sexual assault; knowledge applicable to adults, Elders, youth, and training for departments
- Substance abuse disorders, including knowledge of addiction, treatment options, and cultural integration into Tribal programs
- Mental health disorders, historical trauma, Adverse Childhood Experiences, and knowledge of practical solutions for Native people in a rural community
- Tribal TANF
- Native LGBTQ/Two-Spirit issues, including training on educating and healing communities around this issue
Knowledge: Â Indigenous Ways of Knowing; knowledge of federal grants; provision of TTA to Tribes, Tribal organizations and communities; knowledge of tools developed to assess community readiness in Tribal communities; ability to independently research Tribal information as needed to inform your understanding of Tribes; and understanding differences between working with rural and urban Tribes. Strengths-based approach to delivering TTA and to working with others.
Soft Skills: Interacts well with others in a positive, courteous, and professional manner; functions well as a member of a team and is also able to work independently and without extensive supervision and follows chain of command to address personnel or management concerns.
