Senior Business Analyst (IT Solutions)

The Senior Business Analyst plays a central and highly visible role on the IT Solutions team that is responsible for helping analyze, specify and deliver development projects in an agile environment. The Senior BA works with various stakeholders to understand business needs and translates needs into technical requirements. The Senior BA will break requirements into user stories, determine testable acceptance criteria, and prepare relevant documentation. The Senior BA works with the Technical Lead and Project Manager to ensure that quality issues and defects are appropriately identified, documented, tracked, and resolved for all projects. The Senior BA will also support projects by planning and conducting usability and User Experience testing, and performing data analysis against web analytics, access logs, and system audit trails to provide causal analysis and generate client-facing reports. This position requires strong technology skills with tools to create system design and process documentation, QA automation, or prototyping, and extensive hands-on experience in requirement analysis, testing methodologies, and Web site and application testing.

Location: ¬†Remote temporarily due to COVID-19; When operations resume, Full-Time On Site in Rockville, MD ‚Äď Monday to Friday.

ESSENTIAL JOB FUNCTIONS:

  • Develop a business case for addressing problems focusing on simplicity in defining and communicating 1) the business need, 2) the problem encountered in meeting the need, ¬†3) possible solutions and the scope, 4) stakeholder concerns and 5) estimates for level of effort (hours needed, skill sets, duration).
  • Act as stakeholder liaison and as the translator between stakeholder groups (vendors, customers, consultants, specialists, etc.). Engage with everyone involved in the project to get the necessary information and to ensure stakeholder participation. Conduct stakeholder analysis.
    • Support requirements elicitation activities and sessions, including visualization
    • Leads the requirements efforts by assessing the business needs, defining goals and objectives, and decomposing requirements to successive levels of detail
  • Develop use cases and user stories. Manages communications between technical specialists and software product end users. Gathers input from the end users by documenting the business processes. Develop outputs that are described as user stories (high-level and conceptual) and use cases (which go into greater detail).¬†
  • Gather functional and non-functional requirements for the end-product answering the following: what it does (functional) and how it works (non-functional). ¬†
  • Support customer technical reviews
    • User acceptance testing, or UAT¬†
    • Provide demonstration of completed work to the customer. ¬†Incorporate customer feedback to modifications and new/changed business requirements¬†
    • Define and capture business requirements and software capacities for sprints. During regular weekly meetings for managing communication during the sprint, establish a cadence, or pattern of communication among stakeholders. During meetings ensure stakeholder involvement in development and testing, which is vital to customer satisfaction. In user validation testing (UVT), will guide the customer through an end-to-end demonstration of the product capabilities, confirming with the customer that the product meets the business requirements.
  • Maintains a thorough understanding of the Requirements Management Life Cycle (RMLC)
  • Assists in providing mentorship to junior staff
  • Explain the characteristics of a ‚Äúgood requirement‚ÄĚ

MINIMUM JOB QUALIFICATIONS:

Education:  Bachelor’s degree 

Language: English fluency (oral and written)

Experience: At least 8 years of post-collegiate professional experience.  At least 5 years of experience in Business Analysis, Requirements, and/or Business Process Reengineering (BPR). Experience in a lead position and can assist in the mentorship of junior staff.  Experienced with Business Analysis Planning, Business Process Redesign, Operational Concept Development; Business Solution Architecture, Rules & Requirements Development; Business Modeling, Business Rules Harvesting, Business Analysis Baseline Management and Strategic Planning.  

Knowledge: Knowledge of software development lifecycle (SDLC). Solid knowledge of the development, test, release, and support processes.  Understands conceptual business models and process flows

Soft Skills: Excellent communication skills, both written and verbal.  Ability to balance high quality standards with demanding schedules. Work well in a team environment. Resourceful, self-starter, flexible, proactive, and customer oriented.  Responsible, reliable, flexible, with strong attention to detail.

Software Proficiency: Detail oriented business analyst professional with experience handling large scale IT implementations

  • Experience on Agile Projects
  • Tools familiarity will include JIRA, TFS, SharePoint, Visio

CLEARANCE: MUST BE ABLE TO OBTAIN AND MAINTAIN A PUBLIC TRUST CLEARANCE

PREFERRED JOB QUALIFICATIONS: 

Experience: Prior Federal Government or Government Contractor experience is a Plus
