Research Analyst-The Child Welfare Reviews Project

The Research Analyst will use child welfare knowledge/experience to conduct mixed-methods analyst multidisciplinary research team that validates, analyzes, and reports on data from federal child welfare case reviews (e.g., Child and Family Services Reviews (CFSR), Title IV-E Foster Care Eligibility Reviews (IV-E), Adoption and Foster Care Analysis and Reporting System (AFCARS), and National Child Abuse and Neglect Data System (NCANDS)). The CWCRT/CWRP team works closely with federal child welfare staff to develop an enhanced understanding of how state child welfare programs work and to improve national program performance. The Research Analyst will use child welfare-related data to report outcomes related to Safety, Permanency and Well-Being and to determine whether agencies met title IV-E eligibility requirements for foster care maintenance payments (which help cover a child’s food, clothing, shelter, daily supervision, school supplies, etc., while in foster care).   

The Research Analyst will use a high level of attention to detail and organization to play a key role in managing: a) quantitative and qualitative data collection; b) data cleaning and analysis; and c) document management and tracking. This position will take an active role in continually developing/refining procedures and analytic approaches to maintain methodological rigor while maximizing responsiveness to client information needs. The successful candidate will enjoy a collaborative work environment with a team of child welfare analysts/researchers while also having ability to work independently.  

ESSENTIAL JOB FUNCTIONS:   

  • Well-versed in trends and best practices related to child welfare and can provide context for how child welfare practice is addressed in federal reviews of state child welfare systems.¬†¬†
  • Develop and refine data collection strategies, instruments, and monitoring systems for quantitative and qualitative research.¬†¬†
  • Monitor data collection and document tracking processes in systems, including MS Access, Excel, SPSS and Atlas.ti.¬†¬†¬†
    • Oversee other staff collecting and cleaning data, conducting analysis, and tracking documents.¬†¬†¬†
  • Develop/deliver trainings and materials to support data collection/management, data cleaning, and document tracking.¬†¬†
  • Serve as a technical expert on data collection and data collection/document monitoring as needed.¬†¬†¬†
    • Provide feedback to senior researchers regarding data collection/management, data cleaning, and document tracking, particularly regarding (but not limited to) about best strategies and ways to improve functionality.¬†¬†¬†
  • As needed, monitor tasks and deliverables in areas of technical expertise for contract compliance:¬†¬†¬†
    • Maintain project work plans and timelines.¬†¬†
    • Maintain project records and documentation.¬†¬†
    • Assist preparing monthly reports or other project logistics.¬†¬†
    • Review report drafts by other staff members to ensure correct technical presentation of analysis results.¬†¬†¬†
  • Prepare client-ready analysis and findings reports for a variety of audiences. Drafted sections will include methods (including data description and analysis details/procedures), results, and conclusions.¬†¬†¬†¬†
    • Develop report outlines in coordination with the project director or manager.¬†¬†¬†
  • For specific tasks, support project teams by leading meetings, taking notes and creating transcripts, heading email communications as a point of contact with clients.¬†¬†
  • Assist with preparing and delivering presentations using appropriate software, (e.g. PowerPoint), as needed.¬†¬†
  • Support business development efforts (e.g., participating in business development activities, drafting and/or finalizing proposal documents (e.g. staffing, understanding, and technical sections)).¬†¬†¬†

MINIMUM JOB QUALIFICATIONS:  

Education: Masters degree in social sciences or social work.   

Language: English Fluency (oral and written)  

Experience: 3 years of research and evaluation experience; expertise in analysis of both quantitative and qualitative data (univariate analyses, multi-variate analyses inductive, and deductive qualitative analyses);   

Knowledge: Ability to communicate research and evaluation findings clearly to a variety of audiences both orally and in writing.

Software Proficiency: Microsoft Office Suite (running queries, building databases in Access and general Excel functions), SPSS (descriptive statistics, correlations, t-tests), qualitative data analytic software (Atlas.ti). MS Access (running queries, building databases), general MS Excel functions, and qualitative analytic software (reviewing and coding in Atlas.ti)  

Location: North Bethesda, MD headquarters or Remote.   

PREFERRED REQUIREMENTS:  

Experience: Direct experience in child welfare work and/or federal child welfare reviews. Management experience is a plus.  

Knowledge: Understanding of child welfare practice, federal child welfare regulations and how they are applied in federal child welfare reviews.
