IT Project Manager

The IT Project Manager (PM) oversees the implementation of multiple Drupal and open source Web design and development projects. Duties include gathering requirements, creating scope documents, setting project plans and budgets, constructing timelines, and managing quality assurance (QA) testing. The PM will also help to define the project’s objectives, as well as create project work plans and other deliverables related to project oversight.


The PM will work directly with the contract project director, lead meetings, and provide project status reports. The PM will need to have an advanced understanding of the Web, content management systems, the Web development lifecycle (i.e., EPLC), and Web project management best practices. Most of all you'll need to enjoy leading and coordinating a team of talented individuals in the execution of multiple initiatives for multiple clients.




• Take ownership of, and provide leadership for, complex system integration and development projects – from design, through development and into production.

• Gather requirements, create scope documents, set project plans and budgets, construct timelines, and manage quality assurance (QA) testing.

• Monitor project progress, deliverables, quality assurance, and customer service. Reports status to client and identify and resolve risks that could impact project completion.

• Manages time and budget for the client, initiates actions to identify and resolve problems, and ensure goals are met.

• Coordinates planning, development, testing, and documentation of project to ensure timely deliverables, project success and quality.

• Adjusts resources as necessary to ensure project success and completion. Provides work direction and feedback to all team members and assist them in issue resolution. Provides guidance to team members on administrative and technical problems. Assist in staffing activities related to project.

• Develops new processes as necessary to ensure mission critical systems are completed; provide expertise in identifying appropriate methodologies for large-scale development efforts.

• Provides leadership to the project team toward the attainment of high-quality systems, making sure systems are consistent with standards and operating procedures.




• A Bachelor’s degree (technical degree a plus) or combination of relevant education and experience.

• A Project Management Professional (PMP) or Scrum Master certification preferred.

• Minimum of two (2) years of experience in direct, hands-on management of public-facing federal Web site projects, including: project planning, task estimation, schedule management, requirements gathering, resource planning, change management, communication management, and quality assurance management.

• Experience providing leadership to a project team with 5 or more individuals and up to 10 stakeholders of various backgrounds.

• Experience with Microsoft Project, Jira, Microsoft SharePoint, or similar project management tools.

• Demonstrated expertise with software development life cycle processes and documentation artifacts. Knowledge of formal project management methodologies.

• Ability to apply and use advanced technical knowledge in customer focused, quality-oriented environment.

• Demonstrated experience in a consulting role.

• Strong organizational, presentation, and customer service skills.

• Ability to clearly and persuasively communicate complex issues and make oral presentations.

• Previous experience leading projects utilizing any of the following is a definite plus: o Drupal (or other similar content management systems) o Microsoft SharePoint o Knowledge management
