Ideal candidates will need to be able to wear many different hats from working on daily transactions/activities with the accounting & finance team to problem solving and advising on larger corporate initiatives. In this role, you can understand and analyze the big picture as well as drill down and be hands on in day-to-day activities! The Director of Finance will be responsible for taking the lead on financials, budgeting and reporting. This position will be responsible for government and corporate compliance measures including regulatory reporting, audits, relevant laws, regulations, policies, JBS procedures. We are looking for this role to build and strengthen our existing internal controls.  The person filling this role would be responsible for spearheading various finance/operations-based projects. The Director of Finance will manage and mentor a well-established team of finance, accounting, and contract professionals.  This person will lead by example and encourage a culture of collaboration, teamwork and accountability.  

ESSENTIAL JOB FUNCTIONS:  

· Directs the financial activities of a business with an annual revenue of $50 million or more   

· Hires, supervises and develops accounting and contracts team 

· Manages various financial functions such as budgeting, auditing, forecasting, and accounting operations (including billing, A/R, A/P, GL, Cost Accounting and Revenue Recognition)    

· Manages the contracts team which oversees the full-life cycle of contract management including but not limited to proposal process, start-ups & close-out of projects, consultant & vendor contracts, ensure contract & grant compliance.

· Prepares budget and financial forecasts and reports variances   

· Supports development of Center budgets and financial plans   

· Prepares and publishes monthly financial analysis and reporting to ensure costs are controlled and profits targets are met   

· Contributes to indirect budgeting and cost control oversight   

· Leads month-end and year-end close-out process   

· Ensure compliance with and timely submittal of all government required financial reporting in accordance with grant and contractual requirements, Federal Acquisition Regulations (FAR) and Cost Accounting Standards   

· Researches technical accounting issues for compliance and maintains current knowledge of relevant laws, regulations, policies and procedures   

· Prepares and coordinates the preparation of regulatory reporting   

· Manages and complies with local, state, and federal government reporting requirements   

· Leads all corporate audits which includes annual Financial Statements, Incurred Costs and Retirement Plan   

· Reconciles bank and investment accounts and manages cash flow   

· Ensures quality control over financial transactions and financial reporting   

· Develops and documents business processes and accounting policies to maintain and strengthen internal controls   

· Supports the ELT in developing and monitoring business performance metrics   

· Analyzes and presents complex financial information in simple terms, presenting conclusions and recommendation to the ELT   

· Develops and implements policies and procedures as required to ensure that personnel and financial information is secure   

· Maintains and administers Corporate Retirement Plans   

· Evaluates the effectiveness of accounting software and supporting database/s, as needed   

· Assist ELT with financial reporting as required for BCBSSC Board meetings and ad hoc requests, as needed   

· Ensures timely and accurate internal and external delivery of financial deliverables   

· Engages with BCBSSC and external customers to resolve complex contractual and financial issues.   

· Additional financial management duties as necessary   

MINIMUM JOB QUALIFICATIONS:  

Education: Bachelor’s Degree in Finance/Accounting or a related business discipline   

Language: English fluency (oral and written)   

Experience:   

· 10 or more years of related financial or business analysis experience including supervisory experience of accounting staff.   

· Prior experience with Federal Acquisition Regulations (FAR) and Financial Accounting Standards Board (FASB) requirements. Experience with federal government contract regulations.

· Previous experience with grant and various contract types (federal and state).   

· Prior experience successfully managing a team of 4-8 employees including but not limited to hiring and supervision.   

Knowledge:   

· Advanced understanding of accounts receivable, collection cycles, and after-tax cash calculations   

· Expertise in cost accounting for government contractors   

· Expertise in developing and managing company indirect rate cost pools

· Expertise in full accrual accounting   

· Expertise in preparing and analyzing financial statements   

· Experience in managing audits from the company perspective   

· Ability to communicate effectively with corporate financial oversight staff, outside auditors, and program staff   

Software Proficiency: Proficiency in working with the Deltek Accounting System

PREFERRED JOB QUALIFICATIONS:   

Education: Master’s Degree in Finance/Accounting or a related business discipline. Certified Public Accountant.
