Global Evaluation and Monitoring (GEM) II is a Blanket Purchase Agreement (BPA) designed to assist USAID staff in designing, monitoring, evaluating, and disseminating results of development activities in education, cross-sectoral human capacity building, workforce development, and training.
GEM II offers a worldwide mechanism to provide rapid access to cost-effective technical assistance to support USAID Missions and Bureaus in the design, evaluation, and monitoring of education activities, within the evolving strategic context of USAID and the Department of State Foreign Assistance goals. The BPA can be used to provide a range of services for project planning, monitoring, evaluation, policy research, and dissemination to improve the impact of USAID’s investments. It can complement all Agency contracts, cooperative agreements, and grants implementing the Agency’s education, training, and capacity development portfolio. GEM II also is available for work across other sectors, such as health, democracy and governance, and economic development, to assist USAID staff in activity design, assessment and evaluation, and dissemination.
