North Bethesda health and human services consulting firm seeks Child Welfare Program Director. This position will be responsible for planning, implementation and full oversight of large child welfare projects.   • Conduct comprehensive assessments of public child welfare programs to inform training and technical assistance (TTA) to state and county agencies
  • Using data and information from a variety of sources, conduct root cause analyses to develop a theory of change and inform the selection of TTA strategies/interventions to achieve desired goals and enhance states’ capacities to serve children and families
  • In coordination with relevant parties, develop TTA work plans that incorporate implementation science principles and include clear deliverables, timelines for implementation, milestones and expected outcomes
  • Develop and maintain a diverse, talented pool of subject matter experts/consultants skilled in providing TTA in child welfare related disciplines
  • Coordinate the delivery of multiple TTA services and evaluate progress. Adjust work plans as necessary to address challenges/barriers
  • Work closely with federal, state and Tribal partners and collaborate with other public and private TTA providers
  • Simultaneously manage multiple TTA projects
  • Compile information and create task specific and project specific reports
  • Analyze data from a variety of sources, develop and manage performance and operational metrics
  • Monitor and measure project performance and identify opportunities to improve processes and enhance performance 


Education: Bachelor’s degree in social work or related field

Language: English fluency (oral and written)

Experience: A minimum of 10 years’ experience in public child welfare at the state, region, or county agency level with a minimum of 5 years’ experience in child welfare leadership at the senior or executive level. Experience with Continuous Quality Improvement (CQI) and/or Quality Assurance (QA) systems. Experience with reporting requirements for states' Child and Family Services Plans (CFSPs) and Annual Progress and Services Reports (APSRs). Experience recruiting, hiring, and retaining child welfare professionals. Successful collaboration with community partners, TTA resources, consultants, states, and federal staff

Knowledge: A thorough, working knowledge of the Families First Prevention Services Act and its impact on child welfare services

Skills: Customer focused teamwork and facilitation and collaboration skills. Good analytical skills. Demonstrated ability to set priorities and manage time to ensure tasks are completed within project guidelines. Demonstrated ability to handle multiple projects at various stages, and work with state and local stakeholders and co-workers in a positive, courteous, and professional manner. A high level of attention to detail and the flexibility to adjust to last-minute requests for information and changing priorities or procedures. Effective, clear, and professional oral and written communication skills. Availability and willingness to travel to other States to participate in TTA activities are essential

Software Proficiency: Demonstrated proficiency with Microsoft office products

Location: North Bethesda, MD


Education: Master’s degree in social work or related field

Experience: Experience with the Child and Family Services Reviews, including the development and implementation of program improvement plans and the Title IV-E Foster Care Eligibility Reviews
